Dorothy Clay Sims, an attorney specializing in cross-examining medical expert witnesses, will appear in the Casey Anthony case.<br />
<br />
Sims, of Ocala, filed a notice of limited appearance as co-counsel in the Casey Anthony defense today, according to court records.<br />
<br />
Her notices states she &quot;is appearing as co-counsel for the defendant…for the limited purpose of cross-examining experts.&quot;<br />
<br />
The website for Sims' law firm says she works with lawyers nationwide in cross-examining physicians at trial and during depositions.<br />

			<content:encoded><![CDATA[<div><font size="3">Carroll, Iowa -- 38-year-old Stacy Wilson of Carroll remains missing Tuesday afternoon.  Wilson left her residence Friday after texting her boyfriend Matt Collison that she had found out how her father had passed away and she would explain it to him later.  Collison said Tuesday that he thought it was a good text and was happy to hear from her that morning.  He returned home at 4:00 and she was gone, he became suspicious around 8-9 that night when he hadn’t heard from her.  He contacted the Carroll Police Department around 10-10:30 and they indicated as an adult there was not much they could do at that point.  Collison says they told him if she wants to leave she can.  Family members became more concerned Saturday morning when she hadn’t returned and they found her cell phone in her bed.  She had left without taking any clothes or items to travel with and Collison says she normally doesn’t go out unless she is dressed nice and wearing makeup.  He says she isn’t wearing any makeup and has a band in her hair and could be wearing Capri’s.  Family members in Michigan have been contacted and friends and family have checked at Blackhawk Lake where she like to go to write her feelings but there has been no sign of her.  Collison says she hasn’t used any credit or debit cards since she left.  Wilson has 2 daughter’s, 3 sisters and 3 brothers most of whom live in the Carroll area.  She is driving a 2004 Silver Sebring with a license plate of 540wsg.  The Sebring has front end damage under the headlight which has been duct taped.  The Carroll Police Department continues to search and asks anyone with details on her whereabouts to please contact them at 792-3536. <br />

NEWARK -- An Arizona fugitive missing since 1980 was arrested Tuesday morning in Newark by the Southern Ohio Fugitive Apprehension Strike Team and Newark police, according to a U.S. Marshals Service press release.<br />
<br />
John Whiting had been wanted by the Maricopa County Sheriff's Office in Arizona in connection with a probation violation.<br />
<br />
Daniel DeVille, a deputy of the U.S. Marshals Service, said Whiting had received five years probation when he was convicted on a manslaughter charge in August 1980. He had been a fugitive since Sept. 16, 1980.<br />
<br />
&quot;He's been in the wind ever since,&quot; DeVille said.<br />
<br />
The Marshals Service in the District of Arizona took the case from the Maricopa County Sheriff's Office in June, according to a U.S. Marshals Service press release.<br />
<br />
Authorities learned Whiting was living in Newark under the alias of Gregory Pierce, and the U.S. Marshals' fugitive strike team arrested Whiting on Tuesday morning.<br />
<br />
DeVille said Whiting was known to frequent three properties and all three were staked out at the same time.<br />
<br />
&quot;He opened the door, and he spent a little time trying to convince us he was Pierce,&quot; DeVille said.<br />
<br />
After Whiting realized his efforts were futile, he hasn't said much, DeVille said.<br />
<br />
According to an Oct. 9, 1978, Phoenix Gazette article, Whiting, then 25, was picked up by police after his roommate, Harold Gilbert, 53, was found dead in their apartment.<br />
<br />
Gilbert was the manager of the apartment complex at the time, according to the article, and residents had noticed he had not cleaned the swimming pool. They also reported hearing a physical fight and words exchanged in the apartment.<br />
<br />
Police arrived about the same time Whiting had called paramedics, and Whiting claimed Gilbert had just stopped breathing. Investigators said Gilbert probably had been dead for 12 hours, the article states.<br />
<br />
Whiting is being detained in the Licking County jail pending extradition to Arizona.<br />

A lawyer for the family of a slain Yale University graduate student says they are considering suing the school over its hiring of the suspect and the way Yale officials looked into her disappearance.<br />
<br />
Attorney Brian King said Wednesday that slaying victim Annie Le’s  family is questioning whether Yale officials properly investigated suspect Raymond Clark III’s background before hiring him for a technician’s job at a lab building where Le also worked.<br />
<br />
The 24-year-old Le’s body was found stuffed behind a wall at the lab on Sept. 13, 2009. Clark is charged with killing her five days earlier, making Wednesday the anniversary of her disappearance.<br />
<br />
He has pleaded not guilty to murder charges.<br />
<br />
A Yale spokesman didn’t immediately return a message Wednesday.<br />

Could Ron be throwing cold water on Misty`s story that Haleigh was violently snatched from the family trailer? All over a semiautomatic rifle that someone couldn`t find? In any event, why would the desperate dad wait until now to give up such critical info? <br />

Straight out to investigative journalist Art Harris. Art, what is the very latest on this head-spinning case? <br />

ART HARRIS, INVESTIGATIVE JOURNALIST: Jane, I can tell you that Ronald Cummings has told law enforcement about a timeline and about phone calls Misty made that night. So -- or actually that he made that night. And they are trying to put together new information he`s given them. And that has resulted in a request to interview Misty Cummings -- Misty Croslin again. <br />

VELEZ-MITCHELL: Well, we all know that police can obtain phone records. They don`t need him to tell them what calls he made. And we`ve heard reports that he made something like 90 phone calls to Misty that night, which we all found very bizarre, like...<br />

HARRIS: Yes.<br />

VELEZ-MITCHELL: Before he knew that his daughter was missing, he`s making 90 calls to her? <br />
<br />
HARRIS: Calls and texts, now I`m told. <br />
<br />
VELEZ-MITCHELL: Calls and texts. So... <br />
<br />
HARRIS: The actual calls, I`m told, are closer to 25. But I got clarification on that today, Jane. <br />
<br />
However, what`s interesting is that they wanted to know about all the relationships between him and all the people involved who were supposedly at the trailer that night. <br />
<br />
And they especially were interested to learn that what he had told them earlier about a phone call he made to Misty`s parents` house that night was not to ask Tommy to go check on her. This is -- of course blows Tommy`s, you know, story -- the story he told originally. Of course Tommy has refuted that, as well. But it shows that Ronald at least was telling the truth at that point. <br />
<br />
VELEZ-MITCHELL: OK. Tommy`s lawyers. Tommy Croslin`s lawyer told us Tommy and his cousin, Joe, had plans to go deer hunting...<br />

HARRIS: Right.<br />

VELEZ-MITCHELL: ... the night Haleigh vanished. And that`s why they went to Ron`s trailer to get his big weapon. Listen to this briefly. <br />

PHOENIX, Ariz. -- A pregnant mother of two was shot in the head after a man broke into her home through the front window Tuesday morning.<br />
<br />
The woman, whose name has not been released, is six months pregnant. She and her husband heard glass breaking in their home near 43rd Avenue and Osborn Road at about 5:15 a.m., according to police. When they went to see what had happened, they found the intruder.<br />
<br />
The intruder had a weapon and fired several shots, police said. The couple initially was able to escape injury by running into a back bedroom with their two children.<br />
<br />
Once the family thought the intruder had gone, they left the back bedroom to check on the situation. But the intruder fired at them again, striking the woman in the head, according to police.<br />
<br />
The intruder then climbed out of the front window and left on foot heading south, police said. He had thrown a brick through the front window to gain entry, police said.<br />
<br />
The woman was transported to a local hospital and is in critical condition. The couple's two small children, ages 3 and 7, were also home but they were unharmed.<br />
<br />
Investigators describe the intruder was a Hispanic man about 5 feet, 7 inches tall wearing dark, baggy clothes.<br />

Drew Peterson is making an impassioned media plea on behalf of his children; specifically his son, Stephen, an Oak Brook policeman who is on suspension because of what Peterson claims is the result of “malicious prosecution.” <br />
<br />
Drew Peterson, who is in jail awaiting trial on charges of murdering his third wife, Kathleen Savio, dispatched a letter to his attorney Joel Brodsky urging the press to “watch over” what he considers vindictive legal proceedings against Stephen, the caregiver of four of Drew Peterson’s six children. <br />
<br />
Oak Brook Police are investigating Stephen Peterson’s court testimony that he accepted guns from his father after Drew Peterson’s fourth wife, Stacy, vanished in 2007. <br />
<br />
The letter, which was given to Sneed by Brodsky, contains references to five of Drew Peterson’s six children. Missing is a reference to Peterson’s eldest child, Eric, the product of marriage to his first wife, Carol, and from whom he is estranged. (There were no children from Peterson’s marriage to his second wife, Victoria.) Peterson is also a prime suspect in the disappearance of Stacy, the mother of his two youngest children, Anthony and Lacy Ann. The following is an edited version of Drew Peterson’s letter, spelling and punctuation errors and all. <br />
<br />
Its been almost three years since my wife Stacy went missing with the Illinois State Police and the Will County States Attorney’s Office launching probably the largest, most obsessive and expensive investigation in U.S. history. The investigation has thus far turned up rumors, gossip hearsay and out right lies and more recently the bodies of a lot of raccoons and possums all at the expense of the hard working Illinois tax payer. This investigation has threatened, harassed, pestered and hounded just about every loved one, friend, family member, fellow employee and love interest I have ever know. . . . On several occasions my home and property have been searched and vandalized by these obsessive thugs with my little children being terrorized in the process. Our heroes. I was taken from my family without being able to say goodbye to my kids with my kids being also taken into custody and turned over to The Department of Children and family Services. This process would be scary for an adult much less a four and five year old. My 31 year old son Stephen, an Oak Brook Police Officer, stepped up and took custody of my four kids just after having a child of his own. My son Stephen is a good man and a dedicated father and policeman. Stephen got his Bachelors degree in law enforcement at Western Illinois University just so he could fulfill his dream of becoming a policeman. My little girl Lacy Ann just started Kindergarten with her daddy unable to be at her first day of school. Anthony is now in 2nd grade full of life and love just happy to be a kid with his friends. Thomas is now a senior, number one in his class, and now the Vice President of the National Honor Society. He is an athlete and plays trumpet in his school and area church bands. Kristopher is also an athlete and an honor roll student now in his Junior year of high school. All my children are exceptional kids just wanting a happy childhood after their little worlds were turned upside down almost three years ago. It’s not bad enough their father is in jail being held unlawfully after the state appealed a Will County Judges decision to not allow bad evidence at trial, but now my children’s well being and security is now in jeopardy again. For the third time, in less than three years, my son Stephen is again being brought up on departmental charges of misconduct by Oak Brook Chief Sheehan stemming from trumped up gun charges I’m now facing in a Will County Court. The charges Stephen faced in the past were brought when he took a squad car to a Will County grand Jury while on duty under supeona for the case against me. The second charge was for the use of the departmental computer which were said to be unauthorized. Nothing could be more ridiculous. . . . I have no doubt that the Illinois State Police and the Will County States Attorney’s Office are also involved in this action against my son in an attempt to get at me. . . . During a prior action against my son Chief Sheehan referred to Stephen as “Drew” at least three times during the hearing so we know where his head is. . . . I’m not looking for any sympathy for me. I can handle myself. But I am asking the media to closely watch over these proceedings to help protect my son Stephen, being my children’s caregiver, against the malicious prosecution he is now facing. The husband of missing Utah mother Susan Powell maintains his wife simply walked away from her family, even as his own sister said she's &quot;quite convinced&quot; he was involved in her disappearance. <br />
<br />
&quot;Has he kidnapped her, holding her somewhere? Has he killed her?&quot; Josh Powell's sister, Jennifer Graves, asked. &quot;Who knows?&quot; <br />
<br />
Eight months after Susan Powell disappeared from the couple's West Valley City home, her husband -- who provided a bizarre alibi about a winter midnight camping trip with his toddlers -- continues to fend off accusations from her family and his own. <br />
<br />
Kirk Graves, Jennifer's husband and Josh Powell's brother-in-law, said his behavior after Susan Powell disappeared was telling. <br />
<br />
&quot;Josh's reaction was, don't talk to anybody, be of no help -- not even family. Just get out,&quot; he said. <br />
<br />
Josh Powell has not been charged in the case and police have yet to make any arrests. <br />
<br />
The family who supports him -- namely his father Steven -- maintains that the negative comments toward him are religiously motivated, that the Mormon church that Susan Powell was so deeply involved with has organized to attack him. <br />
<br />
In a statement to ABC News, Steven Powell argued that his son has done everything to help police find the mother of his children even as Josh Powell's sister and brother-in-law claim he's done little but push her family and the police away. <br />
<br />
&quot;Clearly, we think Susan decided to leave,&quot; Steven Powell wrote. &quot;This has little to do with Josh because their marriage was basically normal. There is no evidence to the contrary.&quot; <br />
<br />
&quot;Although (Susan's parents) would like the public to believe otherwise ... most of the time it was a happy and stable relationship,&quot; Steven Powell continued. &quot;However, Susan had an occasional tendency to lose control.&quot; <br />
<br />
It's a characterization of the 28-year-old mother that her friends say is completely untrue. <br />
<br />
&quot;They would get in fights and talk about divorce and she would say. 'I'm going to take the kids,'&quot; Susan Powell's close friend Kiirsi Hellewell said. &quot;And he would say, &quot;No. Over my dead body.'&quot; <br />
<br />
Graves said her brother was controlling and watched over his wife carefully. <br />
<br />
&quot;He controlled the money, the car,&quot; she said. &quot;He wouldn't let her go to activities and things without his approval.&quot; <br />
<br />
Susan Powell was last seen Dec. 6. She went to bed early, but Josh Powell said he bundled up the boys, then 4 and 3, on the cold winter night and took them camping around midnight to a campsite about two hours away. <br />
<br />
When they returned, Susan Powell was gone. Police found her purse and keys in the house and, strangely, two fans drying a wet spot on the living room floor. <br />

An Orlando mother was mistaken for a suspected prostitute and arrested after she got off a cruise ship in South Florida over the weekend.<br />

Paola Londono, 31, spent more than 36 hours in a Broward County jail because authorities there thought she was a woman by the same name who was wanted in Osceola County for failing to appear in court.<br />
<br />
The wanted Paola Londono, who is 24, was arrested in March by Kissimmee police in a sting targeting online prostitution ads.<br />
<br />
Londono was arrested on charges of prostitution, heroin possession and possessing drug paraphernalia. Records show she is also wanted in Orange County in a child abuse case.<br />
<br />
<br />
It's unclear where Londono is today — she's still wanted by authorities.<br />
<br />
The ordeal with the wrongfully-arrested Paola Londono began Sunday, when she returned from her Caribbean cruise with her husband and 9-month-old, said local attorney Jose Baez.<br />
<br />
Baez said that as Londono got off the ship, she was immediately taken into custody.<br />
<br />
&quot;Her baby was taken from her arms,&quot; Baez said. &quot;She insisted immediately that it was not her.&quot;<br />
<br />
Baez made several attempts, unsuccessfully, to get Londono released.<br />
<br />
Even though their mug shots look nothing alike, their ages are different, as well as their height and weight, Baez got the runaround. He didn't have any luck when it came to getting fingerprints compared either.<br />
<br />
&quot;It was outrageous,&quot; Baez said.<br />
<br />
It wasn't until Baez asked Orange County Circuit Judge Jose Rodriguez to intervene Monday that Londono was released.<br />
<br />
&quot;I think what's scary is that no one wanted to accept responsibility,&quot; he said. &quot;It's just one nightmare after another.&quot;<br />
<br />
Attempts to reach Londono were unsuccessful today. Baez said she likely was not conducting any media interviews.<br />
<br />
&quot;She's exhausted,&quot; he said.<br />

The bid to spring Drew Peterson from jail while appeals in his murder case are sorted out has failed.<br />
<br />
The state's Third District Appellate Court shot down Peterson's effort to be released and alerted his attorneys to the decision earlier this week.<br />
<br />
&quot;This means we have to go to step two,&quot; said Joseph &quot;Shark&quot; Lopez, one of the half-dozen lawyers defending Peterson against charges he murdered his third wife, Kathleen Savio, in March 2004. Peterson is also suspected of slaying his fourth wife, Stacy Peterson, in October 2007, but has not been charged with harming that spouse.<br />
<br />
Step two, Lopez explained, was to take Peterson's case to the state Supreme Court. And if Peterson does not find satisfaction there, Lopez said, he would &quot;be going to the federal building&quot; for step three.<br />
<br />
Lopez said the appellate court gave no explanation of its decision in its notice to Peterson's attorneys and simply said the appeal had been denied.<br />
<br />
Peterson has been jailed since his May 2009 arrest on the murder charge. His bond was set at $20 million, and his attorneys appealed to have it lowered soon after he was taken into custody. The appellate court rejected that appeal as well.<br />
<br />
Peterson was set to go to trial on the Savio murder case July 8. But on the eve of the trial's start, State's Attorney James Glasgow filed an appeal of Judge Stephen White's ruling on what hearsay evidence prosecutors can use against Peterson.<br />
<br />
During a pretrial hearing last week, Assistant State's Attorney Robert Lorz indicated that the appeal could drag on for another six months or more.<br />
<br />
Lopez insisted Peterson should be released pending the resolution of the hearsay appeal and that sitting in jail for another half year while he is presumed innocent of the murder violated his client's rights. <br />
<br />
&quot;You can't deny a constitutional right like this,&quot; he said. &quot;They're denying him a right to a speedy trial.&quot;<br />
<br />
Charles B. Pelkie, the spokesman for the state's attorney's office, declined to comment on the appeal or the decision released this week but did refute the notion that Peterson's rights have been violated.<br />
<br />
&quot;Drew Peterson has been charged with first-degree murder, but his constitutional rights have been scrupulously protected at every step of this process,&quot; Pelkie said.<br />
<br />
Lopez didn't think so.<br />

&quot;They've been trampling on Drew's constitutional rights for two years now,&quot; he said. &quot;I guess he's getting used to it. It's another travesty.&quot; <br />

n Role in murders: A friend of Gonzalez Jr., Long Wiggins allowed the chief suspect and his family to live in one of her rental homes. In exchange, he and his wife did odd jobs for Long Wiggins.<br />
<br />
She and her husband, Hugh Wiggins, were taken in for questioning about the murders from her yacht, &quot;Classy Lady.&quot;<br />
<br />
Investigators recovered the safe taken from the Billings home from the backyard of Long Wiggins' Gulf Breeze home.<br />
<br />
In addition to the charges related to the Billings murders, Long Wiggins is the subject of an ongoing investigation by the Environmental Protection Agency for allegedly backfilling sensitive land in Santa Rosa County.<br />
<br />
The Florida Department of Law Enforcement also made her the subject of a food-stamp fraud investigation, but State Attorney Bill Eddins said no charges are likely to come out of that investigation.<br />
<br />
She also recently received a two-year probation sentence on a bigamy charge for being married to men in both Alabama and Florida.<br />
<br />
<b>Hugh Wiggins</b><br />
<br />

n Charge: Accessory after the fact charge in Mississippi.<br />

There’s a new controversy over the latest witness list submitted by Casey Anthony’s defense attorneys.<br />
<br />
The list names David Evans as a possible witness. Evans is the attorney for former meter reader Roy Kronk, and could be disqualified from representing Kronk if he is asked to take the stand.<br />
<br />
Evans said on Friday he has no information that would help the defense. He said he would take the issue to Judge Belvin Perry, if attorneys wouldn’t remove his name from the list.<br />
<br />
“I can put anyone on the list if we think they're involved in potentially discoverable evidence,” said Anthony defense attorney Cheney Mason.<br />
<br />
Evans said he would be glad to give the Anthony defense team a sworn deposition to prove he has no information to provide.<br />
<br />
Evans said his status as a defense witness could lead to his disqualification as Kronk’s lawyer.<br />
<br />
“I'm not going to permit myself to be dismissed as Mr. Kronk's counsel without a fight over it,” Evans said.<br />
<br />
George and Cindy Anthony’s former attorney, Brad Conway, withdrew from representing the parents of Casey Anthony because there was a chance he was going to end up as a witness in the fight over records from Texas Equusearch.<br />
<br />
Evans said he has every intention of staying with Kronk.<br />
<br />

PENSACOLA, Fla. (AP) Two people connected to the fatal shooting of a Florida Panhandle couple have been indicted in Mississippi on charges that they tried to discard guns used in the attack.<br />
<br />
The State Attorney's Office announced Friday that Hugh and Pamela Wiggins were indicted on charges of accessory after the fact.<br />
<br />
Pamela Wiggins already is jailed in Florida on a charge related to the July 2009 killings of Byrd and Melanie Billings. Hugh Wiggins turned himself in to authorities in Pascagoula, Miss.<br />
<br />
The Pensacola News Journal reports the guns the couple allegedly tried to ditch were not used to shoot the couple.<br />
<br />
Eddie Denson was also indicted on the same charge. Denson had told Florida investigators that Hugh and Pamela Wiggins gave him several guns to hold for them in Mississippi, days after the killings.<br />

His son's backpack is stuffed with school supplies. Bus passes sit next to a bus schedule. All is ready for the first day of classes on Tuesday. <br />
<br />
Kaine Horman has no idea whether his son -- who's been missing since June 4 -- will be going to third grade this year with his classmates. <br />
<br />
But he's full of hope. <br />
<br />
&quot;We're all operating as if he will be at school,&quot; Horman told The Oregonian on Friday. &quot;As soon as he walks back in the door, we're going to take a lot of time to ourselves, but when he's ready and we're ready to come back, he'll be back in school.&quot; <br />
<br />
Horman attended the parent-teacher conference at Skyline School on Thursday, where parents were briefed about new security measures including the high-end security cameras that were recently installed. The cameras, donated by Chown Hardware, can pan the grounds, detect people's faces and license plates and be viewed remotely by school officials through the Internet. <br />
<br />
Besides the parent-teacher conference, Horman signed his son up for soccer, which Kyron participated in last school year. <br />
<br />
Horman bought Kyron a new Iron Man backpack and school supplies -- which are in his son's room in his house on Northwest Sheltered Nook Road -- and this weekend plans to shop for a birthday present. <br />
<br />
Kyron's eighth birthday is Thursday. <br />
<br />
Parties are being organized by Desiree Young, Kyron's mom, in Medford that night. Then, next Sunday, Horman will host a birthday party for Kyron at the Family Fun Center in Wilsonville. <br />
<br />
Kyron's stepmother, Terri Moulton Horman, who was the last person to see him at Skyline School, remains at her parents' home in Roseburg. She's the focus of the investigation into Kyron's disappearance, but has not been charged or arrested.<br />
<br />
Horman believes that Moulton Horman, who he's divorcing, helped abduct his son. Although he's confident Kyron will come home, he said that not having had the boy around for the run-up to the first day of school has been tough. But he's kept busy, working as a software engineer at Intel, caring for his 21-month-old daughter Kiara and tending to activities for his son. <br />
<br />
The tribute to Kyron that sprung up on a cyclone fence outside Skyline School has been moved 100 yards to the Tualatin Valley Fire &amp; Rescue site. On Friday, the fence posts were prepared at the fire station and on Tuesday the tribute, aflutter with balloons, cards and stuffed animals, will be installed anew. <br />
<br />
Besides finding the new site, Horman and Young helped with a fundraiser on Wednesday at 12 Godfather's Pizza locations in the Portland area. Bracelets and gift baskets were sold and Godfather's Pizza donated 25 percent of the day's sales, raising $14,000. On Friday, a company executive, Pat Cahill, gave a $8,000 check to the Multnomah County Sheriff's Office for search and rescue efforts. <br />
<br />
The rest went to Kaine Horman for the newly created Kyron Horman Foundation, which he established to pay for other fundraisers, fliers, bracelets and whatever else is needed to raise awareness about his son. <br />
<br />
&quot;It's a great start,&quot; Horman said. &quot;We still have a lot to do. He's still missing. We need to do everything we can ... to continue to get his name out there.&quot; <br />
<br />
Sgt. Diana Olsen, head of search and rescue at the sheriff's office, said the $8,000 will be added to the Kyron Horman Fund, set up at Bank of America after the 7-year-old disappeared. Before Friday, that account held at least $14,000 in donations from around the country, said a spokesman, Sgt. Travis Gullberg.  He said the Bank of America is managing the money and that nothing has been spent. <br />
<br />
Olsen said the sheriff's office will let Horman and Young decide how the funds are used. Eventually, the money could go towards helping with other child abduction cases, Gullberg said. <br />
<br />
Horman said that once Kyron comes home he wants to use the foundation to help other families pay for fliers and other forms of support when their children disappear as Kyron did. <br />
<br />
&quot;It was a struggle for us,&quot; Horman said. &quot;There was so much that was overwhelming. I want to go out there and help them.&quot;<br />

Thomas Calvin Vickers, 42, was arrested at Moorehead Junior High School in the Conroe Independent School District on Thursday.<br />
<br />
Harris County Precinct 4 deputy constables said an undercover officer posed as a 14-year-old girl during an online chat with Vickers.<br />
<br />
Vickers displayed lewd images of himself and solicited sex from a deputy constable he thought was a child, deputies said.<br />
<br />
&quot;He starts talking about wanting to meet, what he wants to do sexually to the undercover officer,&quot; said Sgt. Gary Spurger, with Harris County Precinct 4.<br />
<br />
Detectives said he also showed lewd images of what appeared to be juvenile females.<br />
<br />
Investigators said after the arrest, they confiscated several computers, flash drives and dozens of DVDs containing child porn from Vickers' house.<br />
<br />
&quot;He says he's been doing it for a couple of months, but my gut tells me it's been longer than a couple of months,&quot; said Spurge. &quot;He knows what he did. It was wrong and he called himself an idiot more than once.&quot;<br />
<br />
Vickers teaches seventh- and eighth-grade history and is the head of the school's history department.<br />
<br />
Vickers has been charged with online solicitation of a minor, possession of child pornography and enticing a child. He's being held in the Harris County Jail with bond set at $150,000.<br />
<br />
He's married and a father of two children, officials said.<br />
<br />
District officials said Vickers is on administrative leave pending the outcome of the investigation.<br />
<br />
If convicted, Vickers faces up to 40 years behind bars.<br />

Orange County sheriff deputies say a 170-page manual is circulating around Central Florida. It shows people, step-by-step, how to molest children. It also includes where to find potential victims.<br />
<br />
“I've never seen anything like it. It was pretty amazing when I first saw it just because how detailed it was,” said Detective Philip Graves with the Orange County Sheriff’s Office.<br />
<br />
Deputies with the sheriff’s sexual offender surveillance squad have been aware of the manual for the past six months. The sheriff's office received it through an email listserve.<br />
<br />
“We personally haven't worked a case on it, but it has been located within our region,” Graves said.<br />
<br />
Graves told WFTV that sending the manual by email or possessing it is not a crime in Orange County. However, federal investigators are trying to track down where the manual initially came from.<br />
<br />
&quot;I was more amazed that someone would be as bold as to create an actual 170-page document that would detail how to do it,&quot; he said.<br />
<br />
The author uses an alias in the manual. He calls himself &quot;the mule.&quot; Deputies believe whoever is responsible may have committed crimes against children.<br />

BROOKLYN (WABC) -- Police in Brooklyn are questioning the mother of a dramatically undersized 4-year-old child who was found dead in her bed. <br />
<br />
Police say Marchella Pierce was found in the family's apartment in Bedford-Stuyvesant Thursday. She was found unconscious and unresponsive inside the home at 823 Madison Street around 7:30 a.m. <br />
<br />
Authorities say it appeared her body was tied to a crib with a jump rope and twine. Pierce weighed only 15 pounds, which is the typical weight of a 3-month old baby. <br />
<br />
&quot;I didn't see the baby come out,&quot; neighbor Temmy Omofonnwan said. &quot;I didn't hear no ambulances. I just seen a bunch of cruisers and...cars and stuff like that.&quot; <br />
<br />
Police say Pierce was so emaciated that her bones were sticking out. They also said she had trauma to her arms, ankles and wrists. <br />
<br />
They say the child's mother, Carlola Pierce, waited three hours before she called 911 for her unresponsive daughter. <br />
<br />
&quot;It's hard to imagine anything criminal happened because of the way this lady is,&quot; neighbor James Kinsey said. &quot;She couldn't have been a better mother.&quot; <br />
<br />
&quot;How the way she treats her other two sons, like, I wouldn't expect that from her,&quot; Omofonnwan said. <br />
<br />
The toddler had a pre-existing medical condition that required her to use an oxygen tank. Police found it next her crib, but it was not in use. <br />
<br />
&quot;If them damn medical problems didn't cause that little girl's death, I don't give a damn who did it,&quot; Kinsey said. &quot;They should be held responsible for that.&quot; <br />
<br />
An autopsy was planned for Friday as police continued to investigate the circumstances of the death. <br />

SACRAMENTO, Calif. -- The board that considers compensation for California crime victims is being advised to reject a claim by the mother of Jaycee Dugard, who authorities say was held captive for nearly two decades by a paroled rapist. <br />
<br />
Lynn Margherita, spokeswoman for the Victim Compensation and Government Claims Board, said Thursday the board's staff is recommending the claim by Terry Probyn be handled by the courts. <br />
<br />
Probyn's claim was not included in the state's $20 million settlement with Dugard and the two daughters she bore to her alleged kidnapper. <br />
<br />
They claimed parole agents supervising Phillip Garrido should have discovered them. <br />
<br />
Probyn says she suffered psychological and emotional injury from her daughter's kidnapping. <br />
<br />
Her lawyer, Dale Kinsella, could not be reached. <br />
<br />
The board will meet Sept. 16. <br />

Their nights have been sleepless, their days filled with worry, and their efforts relentless.<br />
<br />
John and Jo Ann Lowitzer want their daughter back.<br />
<br />
Alexandria “Ali” Lowitzer, 16, disappeared after getting off the school bus near her home in Spring April 26. Her parents haven’s seen her since.<br />
<br />
“We get leads all the time,” said John. “They’re just all dead ends.”<br />
<br />
Numerous sightings of Ali have been reported in the months since her disappearance, but so far the girls have all turned out to be look-alikes.<br />
<br />
“We never thought Ali looked like anyone else, but evidently there are a lot of girls her age who have the same haircut, wear the same style makeup and clothing,” Jo Ann said. “As unique as she tried to be on a daily basis, there are a lot of girls who look like her.”<br />
<br />
Authorities have Ali listed as a runaway due to a lack of evidence that would suggest otherwise, but the Lowitzers adamantly maintain their daughter did not run away.<br />
<br />
“We don’t believe that for one second,” John said. “That’s been the biggest obstacle, trying to convince people that she’s not a runaway. Ali is also somewhat classified as endangered and missing, but we can’t get it past that. If we could, we’d have Amber Alerts, a lot more resources on our hands, even the Texas Rangers.”<br />
<br />
Since April, Ali’s parents have organized numerous private search parties with the help of the Laura Recovery Center, combed woods and neighborhoods, distributed fliers and even teamed up with a private investigator. Still, no trace of Ali.<br />
<br />
Jo Ann and John believe someone, somewhere, has information on Ali’s whereabouts. The couple currently offers a $5,000 award to anyone who can help bring Ali home. To no avail.<br />
<br />
On September 18, the family will hold a fundraiser, with proceeds going toward the continuation of search parties, the financing of fliers and other media, and to raise the award for tips leading to the recovery of Ali.<br />
<br />
“Unfortunately, money talks,” John said. “Hopefully, someone who knows something might find it a little more enticing to come forward. Someone has to know where she is.”<br />
<br />
<br />
<b>ONE DAY AT A TIME</b><br />
<br />
<br />
The Lowitzers say their efforts to find their daughter have not waned, but they worry that Ali’s name and photo is slowly fading from the public’s consciousness.<br />
<br />
“For me this has gotten more difficult as time goes on. In the beginning, there were a lot of people around,” said John. “We felt all that support. But right now everything is very quiet. The wheels don’t turn as fast, and we feel things slowing a little.”<br />
<br />
The first day back to school was especially heartbreaking for Ali’s parents, as they watched other kids get on school buses, decked out in new clothes and bearing down under new backpacks and school supplies. Then listening to friends and coworkers as they described their own children’s first day back in school.<br />
<br />
“I kept thinking she was supposed to be on that bus,” John said. “You never think you’d miss the school shopping, the school supplies. Until your child’s missing. Ali loved to go to school.”<br />
<br />
At home, the teen’s room remains undisturbed. The door stands slightly open, waiting for Ali to enter her sanctuary, the part of the house she was allowed to decorate to her own liking. The day she disappeared, her parents found their daughter’s phone charger in its place, her purse and money still in Ali’s room.<br />
<br />
The Lowitzers describe their daughter as an artistic child who loves to paint, listen to music, and sing. She rarely socialized outside her home and liked to invite friends to visit at her house instead.<br />
<br />
“She was goofy; just a kid,” said John. “She liked to make us laugh. She had her teenage moments, but she didn’t have a bad home life.”<br />
<br />
<br />
<b>TAKING INITIATIVE</b><br />
<br />
<br />
The Lowitzers say to their knowledge, one Harris County Sheriff’s Office homicide detective is currently assigned to Ali’s case.<br />
<br />
“We’re as close with the police as they allow us to be,” said John. “Sometimes they call us, but I wish they would keep in closer contact with us. And law enforcement needs to talk to each other. I don’t know if the sheriff’s office is talking to Precinct 4, HPD. I think they need to collaborate more.”<br />
<br />
John said the recent publicized arrest of a man who attempted to abduct a child in New Caney prompted him to scour the woods near the suspect’s home on his own, accompanied by a private investigator who took on Ali’s case on a pro bono basis.<br />
<br />
“Has that guy done it before? In what area?,” John wanted to know. “We went to the area where he lives and went into the woods to see if we can find anything about Ali. We hear about things like that and we do it ourselves, ask questions. We can’t wait for law enforcement.”<br />
<br />
With nothing new to report in connection with Ali’s disappearance, no new leads to go on, local media coverage has dissipated, John said, making it even more difficult to keep the effort to find Ali in the public eye.<br />
<br />
“That’s another reason for the benefit on September 18 - we’re hoping it will be large enough to rekindle the effort and let people know shes’ still missing and there’s still a huge effort out there to find her,” he said.<br />
<br />
Meanwhile, the rumor mill is brewing. On a regular basis, the Lowitzers are confronted with public misconceptions that Ali has been found - dead or alive.<br />
<br />
“Right before school let out we were dealing with rumors that her body has been found in a ditch,” Jo Ann said. “Now that school is back in session, the buzz is that Ali is back home. It’s frustrating.”<br />
<br />
In August, the Lowitzers sent Alis picture out in Valpak, hoping to reach residents in different areas of Harris County. They listed their daughter with every missing persons website imaginable, and received reports that some fliers of Ali have made it as far as California and Florida.<br />
<br />
“Until she comes home, we need that exposure,” said John. “We are going to search east coast to west coast. We’re not leaving anything to chance. You never know - she could be in another state. until we know something, I feel that’s what we have to do.”<br />
<br />
The endless wait is excruciating. With every day that goes by, the Lowitzers renew their resolve to find their daughter.<br />
<br />
Whether Ali is a runaway or met with a worse fate, John says the fears and worries are the same.<br />
<br />
“My whole world would change with a simple phone call,” he said. “At least I would know she’s still alive. Not knowing if their child is ok is the worst feeling a parent can have. Ali, we love you. Very much.”<br />

In news that is bound to upset the families of his alleged victims, accused killer Joran van der Sloot is being accused of partying in prison, says a new report from Globe.<br />
<br />
The tabloid says a photo they obtained that shows Joran partying with fellow prisoners is likely to sicken the family of Natalee Holloway.<br />
<br />
“When Natalee's family sees this photo, it will be like a dagger through their hearts,” said Manhattan attorney Susan Moss. “Joran, the smug creep, is clearly saying, 'Look, I beat the system again!'”<br />
<br />
Although many think that Joran van der Sloot murdered Natalie Holloway, that's not why he's in prison at the Miguel Castro Castro prison in Lima, Peru. He's there awaiting trial for the murder of 21-year-old Peruvian college student Stephany Flores. <br />
<br />
“He's spitting at the memory of those smart, beautiful, young women who lost their lives after meeting him,” said Moss. “With his laughing and sneering, it's like Joran is dancing on their graves.”<br />
<br />
Even more disturbing, the picture depicts van der Sloot with several “prison friends,” such as Hugo Trujillo “The Clown” Ospina. Ospina is particularly fond of van der Sloot and calls him 'Psychopath' as a nickname.<br />
<br />
Experts interviewed for the article say it is likely that Joran van der Sloot traded gay sex for protection from Ospina.<br />
<br />
Another great guy in the picture is William Trickett Smith II, an American who has been charged with the murder of his 21-year-old bride Claudia Gomez.<br />
<br />
Smith and van der Sloot are both currently in protective custody awaiting trial at the prison. <br />
<br />
The treatment they're getting there offended Moss.<br />
<br />
“I thought this jail was the 'worst of the worst' in Lima, not some Club Fed where rich creeps can bribe guards for favors,” she said. “Pay them a few bucks and order pizza and beer. How much extra to get hookers?”<br />

“The defense says that today every person they deposed worked for the Orange County Sheriff’s Office and their mission was to weed through who’s going to be important in this case and who’s not,” WOFL’s Holly Bristow said.<br />

Anthony is charged with first-degree murder in the death of her daughter, Caylee.<br />
<br />
Bristow talked to a robbery detective who said he was questioned for five minutes. Defense attorney Jose Baez told Bristow that he doesn’t think anyone questioned today will be called that the trial, but the defense had to depose them because prosecutors listed them as Category A witnesses.<br />
<br />
WFTV-Ch. 9’s Kathi Belich focused on how much time was spent on today’s depositions — and she found Baez’s methods wanting. “The 35 law enforcement officers had no choice,” she said. “They had to come here. They were subpoenaed, but many of them sat around and the clock just ticked away for hours, and they had no idea when they were going to be called, and most of them were on duty and said they had work that they should have been doing today.”   <br />
<br />
<br />
In an unusual touch, Belich held a watch to illustrate her point about wasted time and moved the minute hand, which stopped on her. She asked Baez “why he tied up so many officers for hours in one day when he had two years to do this.”<br />
<br />
Baez called it the “fastest and most efficient way” to deal with the issues.<br />
<br />
But WFTV legal analyst Bill Sheaffer questioned Baez’s approach and said the depositions could have been scheduled at 10-minute intervals. “You don’t want to pull them all off the street, tie their time up when they should be out there protecting and serving,” Sheaffer said.  <br />
<br />
In other Anthony news, Roy Kronk’s attorney wants off the defense witness list, WESH-Ch. 2 reported tonight. The defense team says Kronk attorney David Evans “has potentially discoverable evidence not covered by the attorney-client privilege,” anchor Martha Sugalski said.<br />
<br />
Evans told WESH’s Bob Kealing that he has nothing to give the defense. If the defense won’t remove him from its witness list, Evans said he will go to Judge Belvin Perry and fight to remain Kronk’s lawyer.<br />
<br />
“I’m not going to permit myself to be disqualified as Mr. Kronk’s counsel without a fight over it,” Evans told Bob Kealing.<br />
<br />
Kronk was a meter reader when he found Caylee Anthony’s remains in December 2008.<br />

Three months since his son disappeared, Kaine Horman received $6,000 on Friday from a fundraiser at Godfather’s Pizza. Another $8,000 from the drive went to the Multnomah County Sheriff’s Office for search and rescue efforts for Kyron Horman. <br />
<br />
Horman will deposit the $6,000 into an account for the newly created Kyron Horman Foundation, which he established to pay for other fundraisers, fliers, bracelets and whatever else is needed to raise awareness about his 7-year-old son. The $8,000 check to Multnomah County will go into the Kyron Horman Fund, which was set up for search efforts by the county after the 7-year-old went missing on June 4. <br />
<br />
The money was raised on Wednesday at the fundraiser at 12 Godfather’s Pizza locations in the Portland area. Dozens of volunteers sold bracelets and gift baskets and the pizza chain donated 25 percent of sales to the fundraiser. <br />
<br />
“It’s a great start,” Horman said. “We still have a lot to do. He’s still missing. We need to do everything we can ... to continue to get his name out there.” <br />
<br />
Sgt. Diana Olsen, head of search and rescue at the sheriff’s office, received the check for the sheriff’s office. She said it will be added to the Kyron Horman Fund, set up at Bank of America after the 7-year-old  disappeared. Before today, that account held about $14,000 in donations from around the country, said Sgt. Travis Gullberg. He said the Bank of America is managing the money — none of which has been spent.<br />
<br />
Olsen said Horman and Desiree Young, Kyron’s mom, will help decide how the funds will be used. Eventually, they could go towards helping in other child abduction cases, Gullberg said.<br />
<br />
Horman, too, said his ultimate goal with the foundation is to help other families who suddenly find out that their child missing -- just as he did June 4, the day of a bustling science fair at Skyline School. Horman's wife, Terri Moulton Horman, drove Kyron to school and said she last saw him at 8:45 a.m. while he was walking towards his class. She's now embroiled in a divorce case with Horman and is in Roseburg with her parents.<br />
<br />
Kaine Horman said he remains optimistic that Kyron will come home, even though three months have passed. He said he’s not counting the days — just waiting for a phone call telling him that his son’s been found.<br />
<br />
“We’ve all got some hope,” said Ken Denfeld, owner of Godfather’s Pizza. “We empathize a lot with the family and their situation and we’re happy just to play a role in helping. We didn’t make any money on the deal.”<br />

The traffic stop happened about 7 a.m. Wednesday on a stretch of Wyoming 28 in southwestern Wyoming, according to a Wyoming Highway Patrol media release.<br />
<br />
Two men in the car were arrested, the patrol said, after troopers found trace amounts of marijuana, syringes with residue, drug paraphernalia and multiple prescription medications, including OxyContin.<br />
<br />
During the stop, troopers also found powder in a small zip-top sandwich bag, tucked inside a purple and gold-trimmed Crown Royal whiskey bag, inside the vehicle's center console.<br />
<br />
Investigators initially believed the substance to be &quot;poor quality cocaine or methamphetamine.&quot; That was not the case.<br />
<br />
&quot;After scrutinizing the powdery substance, questioning the two vehicle occupants and checking with the vehicle owner,&quot; who was not in the car, &quot;it turned out that the small Baggie contained the cremated ashes of the vehicle owner's grandmother.&quot;<br />
<br />
The vehicle's owner told police that she was &quot;very close&quot; to her deceased grandma and &quot;she always keeps her nearby in the console,&quot; the release said.<br />
<br />
State police said storing ashes in bags inside a car console is unusual, but not criminal.<br />
<br />
&quot;It's a little different, you don't come across it everyday,&quot; said Sgt. Stephen Townsend.<br />
<br />
The two men in the vehicle, Thomas Garay, 30, and Zachary Beason, both from Worland, Wyo., were charged with misdemeanor possession of a Schedule II prescription drug.<br />
<br />
The ashes were not confiscated.<br />

Mark Eskelsen had been soaking in a private tub in the 15000 block of Southwest Village Lane for several hours Sunday morning when he called emergency dispatchers and asked for help. <br />
<br />
First identifying himself as &quot;the sheriff of Washington County,&quot; Eskelsen complained to the dispatcher that he had been sitting in the tub for about 10 hours, his towels were wet, his voice was hoarse from yelling and his fingers looked like prunes. <br />
<br />
&quot;I just need a hug and a warm cup of hot chocolate with marshmallows in it,&quot; Eskelsen later said. <br />
<br />
Neighbors had already called 9-1-1, concerned about the man bellowing from the fenced pool. <br />
<br />
&quot;Well, I've been yelling for about an hour and a half,&quot; Eskelsen told the dispatcher at one point.<br />
<br />
<br />
Beaverton police arrived and arrested the naked Eskelsen. <br />
<br />
He pleaded guilty Monday to second-degree criminal trespass and improper use of the 9-1-1 system. He was sentenced to 30 days in jail but could be out by Sept. 23.<br />

General rule of thumb: when looking to buy marijuana, don't text the sheriff. Authorities said a Helena teen sent out a text message last week in search of pot, but instead of contacting the drug dealer, he hit a wrong number and inadvertently sent the message to Lewis and Clark County Sheriff Leo Dutton.<br />

The text read, &quot;Hey Dawg, do you have a $20 I can buy right now?&quot;<br />
<br />
Dutton told the Helena Independent Record he initially thought it was a joke, but he quickly realized it was a real request for drugs. He responded to the text, and a detective pretending to be the dealer organized a meeting with the boy last Wednesday.<br />
<br />
The detective spotted two teenage boys and a man at the arranged meeting spot and called the number three times to make sure he had the right person. Dutton said when the detective showed the teens his badge, their faces turned white and their knees began to wobble. One of the boys even fainted.<br />
<br />
The man in the group turned out to be the father of one of the teens, and no citations were issued after the parents of both boys got involved.<br />
<br />
&quot;Trying to buy drugs is a crime, but it's probably worse that they had to face their parents,&quot; Dutton said.<br />
<br />

WARNER ROBINS — The estranged husband of a woman shot to death in her Warner Robins home has been formally charged with felony murder, police said.<br />
<br />
Jose Garcia, 44, was released Wednesday night from The Medical Center of Central Georgia, where police said he had been recovering from two self-inflicted stab wounds. <br />
<br />
He was taken to the Houston County jail and charged with felony murder in connection with the shooting death of Maria Garcia, 38, in her 102 Murray Place home the morning of Aug. 23, according to a Warner Robins police news release issued Thursday.<br />
<br />
Police believe that Jose Garcia went to the home with plans to kill Maria Garcia and then kill himself in what was to be a murder-suicide, according to Tabitha Pugh, public information officer for Warner Robins police.<br />
<br />
Maria Garcia’s body was discovered in the doorway of her home by neighbors.<br />
<br />
Jose Garcia was found unconscious and suffering from stab wounds in the parking lot of Northlake Apartments where he lived about four miles away and within minutes of the discovery of Maria Garcia’s body, police said. <br />
<br />
Jose Garcia was being held Thursday in the Houston County jail. <br />
<br />
<br />

Hurricane Earl weakened to a Category 2 storm around 8 p.m. Thursday just as it approached the coast line.<br />
<br />
Forecasters say Hurricane Earl continues to weaken as it passes over North Carolina's Outer Banks, but is still packing powerful winds as it heads up the Eastern Seaboard.<br />
<br />
They warn hurricane-force winds of 74 mph or more are extending 70 miles from its center and tropical storm-force winds of at least 35 mph are reaching more than 200 miles out.<br />
<br />
Federal, state and local authorities were waiting for daybreak to begin patrolling the coast to check for damage.<br />
<br />
The Coast Guard planned an airplane flyover of the Outer Banks and were prepared for search-and-rescue helicopter flights. State transportation officials were waiting to check Highway 12, which connects the Outer Banks with the mainland, for washouts and downed trees.<br />
<br />
 Governor Beverly Perdue will hold a media briefing Friday at 8 a.m. concerning Hurricane Earl.<br />
<br />
The North Carolina National Guard is also deploying 80 troops. President Obama's emergency declaration authorizes the Department of Homeland Security and Federal Emergency Management Agency (FEMA) to coordinate all disaster relief efforts.<br />
<br />
Fort Bragg officials said Thursday that it's been told it will be the staging area for North Carolina, South Carolina and Virginia.<br />
<br />
Crews from Progress Energy are on stand-by to head out to the coast in case of widespread power outages.<br />
<br />
&quot;Our local crews in the area are on alert and are preparing their vehicles and equipment to respond to outages as they occur,&quot; said Jeff Brooks with Progress Energy.<br />
<br />
NC Electric Cooperatives is also watching the power grids all along the coast and tracking Hurricane Earl so local and national crews will be ready for any loss of power.<br />
<br />
&quot;We've got about 400 crews on standby in Mississippi, Georgia and Tennessee and they're ready to go once they get the call,&quot; said Jane Pritchard with NC Electric Cooperatives.<br />
<br />
Power companies are reminding residents to avoid down power lines and reminding them they are committed to getting the coast back up and running.<br />
<br />
&quot;We're ready to begin restoration just as soon as it's safe to do so,&quot; Pritchard said.<br />
<br />
Meanwhile, the Red Cross loaded up supplies in Raleigh Thursday and are also ready to respond after the storm.<br />
<br />
Earlier Thursday, Gov. Perdue briefed the media, saying President Obama has signed a federal emergency declaration before landfall in anticipation of damages.<br />
<br />
She urged coastal residents to make safe choices and evacuate if needed.<br />
<br />
&quot;Remain prepared and vigilant,&quot; said Perdue. &quot;The time to leave is now and ride this one out somewhere safe.&quot;<br />
<br />
Perdue said residents who choose to stay on North Carolina's barrier islands are likely on their own should they need immediate help when Hurricane Earl arrives. She said governments won't put emergency responders in harm's way as the brunt of the storm reaches land overnight.<br />
<br />
About 1,600 people had been evacuated from Ocracoke Island before the last ferry left Thursday afternoon.<br />
<br />
Perdue said residents along the coast had known for 36 hours that evacuations were advised.<br />
<br />
Day two of evacuations along North Carolina's coast began at 5 a.m. Thursday with Carteret County residents and tourists.<br />
<br />
Dare County officials issued an order at 6 a.m. Thursday for all visitors to leave. Officials had ordered visitors and residents on Hatteras Island out Wednesday. Residents like Nancy Scarborough, who manages the Hatteras Cabanas, said Outer Banks residents have a tight-knit community that takes care of its own.<br />
<br />
&quot;I worry about not being able to get back here,&quot; she said. &quot;I'd rather be stuck on this side than that side.&quot;<br />
<br />
The town of Nags Head had issued a mandatory evacuation order for both residents and visitors in South Nags Head.<br />
<br />
Dare County officials warned people living on the beachfront to move because coastal flooding is expected as Earl passes offshore early Friday.<br />
<br />
Farther south, Carteret County ordered residents and visitors to leave the Bogue Banks barrier island early Thursday - that included the municipal areas of Atlantic Beach, Pine Knoll Shores, Indian Beach and Emerald Isle.<br />
<br />
Carteret and Dare County schools are closed Thursday and Friday.<br />
<br />
Currituck County government issued a mandatory evacuation of all visitors on the Currituck Outer Banks. This includes all sections of Corolla and the 4-wheel drive area.<br />
<br />
Hyde County began evacuating people from the Outer Banks islands Wednesday.<br />
<br />

The State Emergency Operations Center said it recommends that persons evacuating because of Hurricane Earl register with the American Red Cross &quot;Safe and Well&quot; program to ensure that friends and family know their plans. Lt. Paul Vance of the Connecticut State Police said details behind the crash are still being determined. He did not know the number of vehicles involved or the number of injured.<br />
<br />
He said one of the cars involved is a state trooper. The trooper was reported injured, but Vance said he did not know the extent of the injuries.<br />
<br />
A Life Flight helicopter was initially dispatched to the area to help transport the injured, but that has since been canceled, Vance said.<br />
<br />
The Hartford television station NBC Connecticut is reporting a state trooper has been rushed to Baystate Medical Center in Springfield, and quotes an unnamed state police official saying he is in &quot;extremely serious&quot; condition.</font>~snipped~<br />

The Moreaus’ 21-year-old son, Tim, disappeared in Portland in January 1990. It took police eight years to solve the case. During that time, the Moreaus worked hard to keep local reporters interested in the story, hoping the coverage would prompt someone with information about their son’s whereabouts to come forward.<br />
<br />
“The news media – including the newspapers, TV and radio stations – was extremely helpful in keeping the story alive,” Mike Moreau says.<br />
<br />
As it turned out, Tim had been murdered by his employer, former Starry Night nightclub owner Larry Hurwitz. Although several other people knew what happened, they kept quiet for years. But when Hurwitz was convicted of income tax evasion in 1998, the press coverage – which included mention of Moreau’s disappearance – prompted people with inside knowledge to contact the police, eventually leading to Hurwitz’s arrest and conviction for murdering Tim.<br />
<br />
“There were people who told us they came forward with inside information because of the press coverage,” Mike Moreau says.<br />
<br />
Today, Kaine Horman and his ex-wife Desiree Young are hoping for the same kind of break. Since their 7-year-old son disappeared from Skyline School on the morning of June 4, they have called numerous press conferences and granted lengthy media interviews to generate publicity about the case. On Friday, they held a press conference and a marathon series of interviews with local and national reporters at a Beaverton motel, shuffling between three conference rooms over several hours.<br />
<br />
“We’re trying to stimulate coverage. We need the right person to see his picture and make the call that will solve the case,” Desiree said early in the day.<br />
<br />
Kaine and Desiree spent much of their time accusing Kyron’s stepmother, Terri Horman, of being responsible for the boy’s disappearance. Kaine is divorcing her, in part because investigators told him she tried to hire someone to kill him before Kyron disappeared. She has moved to Roseburg and has not commented on the allegations. Investigators have not named her as a suspect in the case.</font>~snipped~ <br />

Investigators now believe 42-year-old Sonia Varaschin was murdered by someone she knew, although they're disputing a report that suggested her body was dismembered at her home.<br />
<br />
Varachin was reported missing Monday when she didn’t show up at work. Her abandoned and blood-smeared car was found parked in an alley near Orangeville’s main square Monday morning with its doors and trunk reportedly open. Police later found blood at her home and announced Wednesday she’d met with foul play.<br />
<br />
Investigators released images of a white van that was in the area where Varaschin’s car was found appealing for the driver to contact them. The motorist contacted police but didn’t have any information that could help.<br />
<br />
Varaschin’s boyfriend of over a year has been questioned and ruled out as a suspect.<br />
<br />
As the long weekend approaches, police are asking local residents to check their properties for any signs of Varaschin.<br />
<br />
&quot;This is not only an urban area but a rural one as well and we ask any homeowner or any property owner in the rural areas to have a look at their properties and report to us anything that may be suspicious,” Orangeville Police Chief Joseph Tomei said.<br />
<br />
According to a published report, Varaschin was a nurse who specializes in treating neurological disorders and worked at a summer camp for teens with epilepsy. She worked at the Hospital for Sick Children until 2008 and then relocated to a Newmarket hospital.<br />

A 58-year-old Jackson man is accused of raping a three-year-old girl.  He faces some very disturbing and serious charges.<br />
<br />

Robert Stewart faces two counts of sexual battery and one count of gratification of lust.  Investigators aren’t giving many details about the alleged abuse, but according to court documents, it happened sometime between July and August.  Stewart is accused of penetrating the three-year-old and forced her to touch his private part.  <br />
<br />
<br />
The community surrounding his residence on Ritchey Drive is vibrant and full of life.  People spend time outside.  Children play in parks.<br />
<br />
<br />
But many were stunned to learn Stewart is accused of raping a three year old.<br />
<br />
<br />
Larry Nichols, who works in the area, has five children between the ages of 14 and 27.<br />
<br />
<br />
“That’s just outrageous for any grown man to do that to a child,“ he said.  “I feel like you have to throw the book at him.“<br />
<br />
<br />
Stewart’s wife wouldn’t comment about the charges, but did say her family is hiring a lawyer.  Many residents who know the accused refused to talk on camera.  Some who would talk, didn’t want their identity revealed.<br />
<br />
<br />
“I think it’s a shame,“ said one man, who has two young children.  “I think people need to…watch their kids a little closer.“<br />
<br />
<br />
Many who know Stewart say he is friendly, but quiet.  For now, he’ll spend his time behind bars.  He’s being held at the Hinds County Detention Center.<br />
<br />
<br />
Experts say adults who molest children share some common characteristics and behaviors.  According to Minnesota’s Department of Corrections, adult child molesters are usually married.  In many cases, these molesters have few adult friends, and some talk with children, treating them as adults to create a closer bond.</div>

JACKSON, MS (WLBT) – A convicted sex offender on the run for the past 21 years from the state of Vermont has been captured in Jackson. <br />
<br />
Hinds County sheriff's deputies arrested 45-year-old Timothy John Vanstean at a residence in the 4500 block of Dixie Drive Wednesday morning.<br />
<br />
Vanstean was convicted of sexually assaulting a child in 1988 and fled Vermont prior to sentencing the following year. <br />
<br />
The Vermont Department of Corrections contacted Hinds County authorities about the wanted fugitive. <br />
<br />
Sheriff's deputies were aware of Vanstean because they had recently encountered him during a road block. <br />
<br />
&quot;Our deputies had contact with this individual a few days ago and had established that he had a Jackson residence and we were able to apprehend him this morning,&quot; said Lt. Jeffery Scott. <br />
<br />
Vanstean is being held at the Hinds County Detention Center awaiting extradition to Vermont. <br />
<br />
Deputies are interviewing him to determine how long he has been in the Hinds County area. <br />

KANSAS CITY, Missouri - A man whose job is putting people behind bars could be facing that same fate.<br />
<br />
Jackson County prosecutors charged 23-year-old Jacques A. Baker Wednesday with promoting prostitution. Baker is accused of running a prostitution ring out of his Independence home.<br />
<br />
His roommate, 28-year-old Samantha Thongkham, is also charged in the case.<br />
<br />
Baker worked for two years as a detention facility officer for the Kansas City Police Department, according to a department news release.<br />
<br />
Court records say Independence police gave Kansas City's vice section a tip that Baker and Thongkham were running an escort service called &quot;Candy Entertainment.&quot;<br />
<br />
An undercover officer later met with Baker and Thongkham about getting a job. The pair allegedly described how money is divided and how appointments work. Baker allegedly told the officer that if she did &quot;extras,&quot; he would get 10 percent.<br />
<br />
Baker and Thongkham allegedly said they do not send girls to motels because of police stings.<br />
<br />
A few days later, Baker allegedly sent the officer a text message asking about &quot;escorting history, breast size and favorite sexual position.&quot; Baker then allegedly told her that if could get a &quot;free trial&quot; he would send more clients so she could make a lot of money.<br />
<br />
A police spokesperson said Baker is suspended without pay.<br />

ALBUQUERQUE, N.M. -- An Albuquerque mom is in custody after police said they found her baby covered in feces, and a rag shoved into his mouth.<br />
<br />
Michelle Charley, 31, faced a judge in Metro Court on charges of child abuse on Wednesday. Police said she was arrested after they came to her northeast Albuquerque home for a welfare check on Tuesday.<br />
<br />
Staff at an Albuquerque women's safe house told police Charley told them she was drunk and was with her baby earlier in the day.<br />
<br />
Charley has custody of another daughter, as well as a niece and nephew. Police got involved when Charley failed to pick them up from school.<br />
<br />
Police said they eventually found Charley, her baby and another man in the home.<br />
<br />
Investigators said the baby was covered in dried feces.<br />
<br />
The child also had a wet rag in his mouth that investigators said appeared to be shoved in.<br />
<br />
That rag was allegedly dirty and police said they tried to wipe away the feces but couldn't. The child had to be soaked in a bath.<br />
<br />
Charley's neighbors said they were shocked to hear of the allegations.<br />
<br />
&quot;Anyone who is a mother, to have their child covered in feces or a rag in their mouth, that's not right,&quot; neighbor Terry Wilson said. &quot;Plus, if your having trouble, ask somebody for help.&quot;<br />
<br />
CYFD has custody of the four children for now, but because they are Native American, tribal social services could take over the case.<br />
<br />
CYFD confirm that it has been called out to Charley's home in 2005 and 2007 for child neglect, but tribal services chose to take over those reports.<br />
<br />
Charley was already on probation for the 2007 incident when she was arrested, officials said. Her criminal history includes four misdemeanors and two felony convictions.<br />
<br />
Charley is being held on a $15,000 bond. <br />

Geraldo Rivera has strong opinions about the Casey Anthony case, and he will share them on “Geraldo: Celebrating 40 Years.” The retrospective on Rivera’s career airs at 10 p.m. Saturday and Sunday on Fox News Channel, but he gave me a preview today.<br />
<br />
“Are you picking on my friend Jose Baez?” Rivera asked when we started talking about the case. Rivera wouldn’t discuss how Anthony defense attorney Baez is holding up, but said, “I support him 100 percent.”<br />
<br />
What does Rivera think of the case? “Any prosecutor who attempts to impose the ultimate penalty on Casey Anthony is more concerned with scoring cheap political points than attaining justice. It’s an absurd overprosecution.”<br />
<br />
Not that Rivera has a high opinion of Casey Anthony, who is charged with first-degree murder in the death of daughter Caylee.<br />
<br />
“Casey is a selfish, self-involved dimwit,” Rivera said. “But to seek to kill her, because she killed that sweet baby is an absurd overprosecution and will color the whole prosecution.”<br />
<br />
Rivera cited the example of Andrea Yates, who is in a mental institution after drowning her five children.<br />
<br />
“That’s how cases of infanticide are treated,” Rivera said. “It’s a sad aspect of human existence. It’s been happening since the beginning of time. These are not the people Florida has lethal injection for.”<br />
<br />
<br />
And Rivera added: “In an enlightened society, to put her [Casey] to death is absurd. I’m so scornful of that effort. I think they risk putting the entire case in jeopardy. She has a better chance of being acquitted now if they had gone for a more realistic sentence or negotiated a reasonable sentence.”<br />
<br />
What’s reasonable? “Fifteen to 20 years would be fine, including time served,” Rivera said. “It’s the best way out for everybody involved, including the prosecution. Outside of Orlando, I believe most people agree with me. In Orlando, it’s a constant drumbeat of ‘Let’s exorcise the devil.’ ”<br />
<br />
Rivera described Anthony as “someone who’s clearly guilty, nobody has many doubts about that. To put her on the same plane with a mass killer has no kind of possible justification. I believe she did it. She’s responsible. The defense would never concede that and is going for actual innocence. They have a case, long shot it may be. You take this out of context of capital murder, the state’s chances of success are far higher.”<br />
<br />
And what about Rivera’s friend Baez? “He was up here for my birthday,” said Rivera, who is 67. “We’ve been friends since I got to know him through TV. We share a common ethnic heritage.”<br />
<br />
Baez’s mother lives near where Rivera owns property in Puerto Rico.<br />
<br />
“I think of Jose as a fine and upcoming lawyer,” Rivera said. “If you cut through the BS, he’d be a hero.”<br />
<br />
How does Baez come off in the press? “You make him out to be an insincere social-climber. He’s trying to do a job for a client who is white-hot in the controversy she generates. Lawyers are often smeared by the reputation of a client.”<br />

Stamford, Conn. (WTNH) - Police in Stamford have arrested a city man after they say he pulled a 16-year old girl into his car and then strangled and raped her.<br />

Richard Rivas Arredondo, 25, has been charged with Sexual Assault 1st Degree, Unlawful Restraint 1st Degree and Strangulation 1st Degree.<br />
<br />
The incident happened July 25 around 7am. The girl was walking to work when she was approached by  Arredondo on Pacific Street. He followed her for two blocks in his car before he exited the vehicle and dragged her inside and assaulted her.<br />
<br />
She was able to fight off her attacker and somehow call 911 on her cell phone. She was finally able to get away and gave police a detailed description of her attacker and his car.<br />
<br />
After identifying Arredondo in a police line-up, as well as his car, police arrested him at his Maple Avenue home without incident. They also seized his 2002 Subaru Legacy as evidence.<br />
<br />
Arredondo is being held on a $250,000 bond and is due in court September 10. <br />

So what is Nancy Grace’s approach to the Casey Anthony case these days?<br />

“It was a big part of the show,” she told reporters this afternoon in a conference call. “I think it will be a big part of the show when it goes to trial.”<br />
<br />
Anthony, who is charged with first-degree murder in the death of her daughter Caylee, will go on trial in May. The Anthony case used to be a regular feature on Grace’s HLN show, which airs at 8 nightly.<br />
<br />
“There are other cases,” Grace said. “We’ve moved on.”<br />
<br />
But don’t take that to mean that Grace has lost interest in the Anthony case.<br />
<br />
“I want to hear all the facts,” Grace said. “But right now I don’t personally know of any new facts we haven’t covered. There are other cases.”<br />

BETHANY, Washington County, Ore. - People came out en mass Wednesday to raise money for the search fund in the case of missing 7-year-old Kyron Horman.<br />
<br />
Kyron’s parents, Desiree Young and Kaine Horman were both at the Godfather’s Pizza in Bethany to thank volunteers and to lend their support.<br />
<br />
Volunteers were also at 12 Godfather’s Pizza locations in the metro area, selling wristbands and raffle tickets.<br />
<br />
“It’s a great thing to know that everybody cares,” said Desiree. “I think any mother who has children wants to go out there and be pounding the pavement and get involved in the investigation. I think that’s natural, so of course I want to do that, but I know that I can’t: They wouldn’t let me. But what I can do is things like this and that makes me feel more active and engaged.”<br />
<br />
She was one of the first people to sign the banner at the Godfather’s Pizza that features her son’s photo, writing, “Ky, I love you sweetie. I hope you come home to me soon. Be brave. We will be together soon. Love Momma.”<br />
<br />
Kaine joined her at the restaurant later in the afternoon.<br />
<br />
Also stopping by was Matt Roloff from the TLC show, “The Little People.”<br />
<br />
“The little guy disappeared really, really close to our farm,” Roloff said. “In fact, we’ve heard he was down at the farm in the months leading up to his disappearance. I think when we heard that we were just, you know, made it feel close to us.”<br />
<br />
In fact, Roloff said he wants to help more by offering his farm to Kaine and Desiree for another fundraising event.<br />
<br />
Among the group of volunteers at the restaurant was 9-year-old Kelsey Wallace who was selling raffle tickets and bracelets.<br />
<br />
“I was sad because I don’t like it when kids go missing,” she said.<br />
<br />
Even for a 9-year-old, Wallace had no trouble comprehending the emotions of the situation.<br />
<br />
“I think that she’s probably sad and a little bit scared because she wants him to be home again,” she said.<br />
<br />
Twenty-five percent of all sales on Wednesday, including pizza deliveries, will go toward the search fund for Kyron Horman. The bracelets are two dollars apiece.<br />
<br />
The fundraiser will continue until 10 p.m. Wednesday.<br />

In May, deputies were looking for Ivan Ortiz Lara after they said he was wanted for aggravated sexual assault and terroristic threats.<br />
<br />
Mexican federal police arrested Lara and two people accused of being members of the Artistas Asesinos Gang in Juarez, Mexico. Lara, aka &quot;El Pelos,&quot; was found in possession of several high-powered, fully automatic rifles and ammunition, said deputies.<br />

Deputies said Lara belongs to the Barrio Azteca Gang.<br />

MEXICO CITY—A former Texas high school football player and petty street dealer who allegedly rose to become one of Mexico's most savage assassins became the third major drug lord brought down by Mexico in less than a year, and could provide intelligence on even bigger kingpins. <br />
Edgar Valdez Villarreal, known as &quot;the Barbie&quot; for his fair complexion and green eyes, grinned broadly Tuesday as police described a life of luxury and violence that made a battleground of central Mexico, where he waged a war for control against his slain boss's brother. <br />
<br />
The 37-year-old Valdez faces charges in three U.S. states for trucking in tons of cocaine. As a U.S. citizen living illegally in Mexico, Valdez could be deported to the United States if Mexico agrees, or he could face prosecution in Mexico for drug-related crimes. Mexican authorities say he could be responsible for dozens of murders. <br />
<br />
The arrest was portrayed by the Mexican and U.S. governments as a victory for President Felipe Calderon, who is trying to recover public support for his war on organized crime in the face of escalating violence. <br />
<br />
Valdez's capture Monday on a ranch outside Mexico City was the culmination of a yearlong pursuit after police made some key arrests at XXXoticas, an Acapulco tourist bar owned by Valdez, who passed himself off there as an entrepreneur. <br />
<br />
Mexican police said they chased Valdez across five Mexican states for a year, a pursuit that intensified in recent months as they raided home after home owned by the drug lord, missing him but nabbing several of his allies. Among those taken into custody was his girlfriend and her mother, Valdez's U.S. lawyer said. <br />
&quot;This has been going on for quite a while,&quot; attorney Kent Schaffer told The Associated Press. &quot;So you figure it's just a matter of time.&quot; <br />

The arrest also yielded computers, telephones and other equipment authorities said would likely provide more information about his group.<br />

A woman arrested with one of the key players in the case of missing Haleigh Cummings was sentenced to 15 years in prison this afternoon in St. Johns County on one count of trafficking in prescription drugs.<br />
<br />
Donna M. Brock, 44, pleaded guilty after selling oxycodone pills to an undercover officer in January at a truck stop off Interstate 95. She was with Misty Croslin, who reported 5-year-old Haleigh missing in Februay 2009.<br />
<br />
Croslin has pleaded no contest to the same charge and seven other similar counts.<br />
<br />
Judge Wendy Berger also fined Brock $100,000. At the hour-long hearing, Brock told the judge how she had searched for other missing children and said she was trying to gain Croslin's trust to learn about Haleigh's disappearance.<br />
<br />
She admitted she gave the drugs to Croslin initially after the 18-year-old had some teeth pullled, but then took part in their illegal sale.<br />
<br />
&quot;I ended up giving her my prescription and that was the prescription she sold,&quot; she said.<br />
<br />
The judge said Brock had opportunities not to sell the pills but didn't.<br />
<br />
&quot;You made a choice and it was a bad choice,&quot; Berger said. She said under state guidelines she could not sentence Brock to less that 15 years despite Brock's lack of a criminal record, years of volunteer work and testimony of two people who appealed for leniency.<br />
<br />
Brock was arrested with Croslin in January days after an undercover officer bought 155 oxycodone pills from the pair at a St. Johns County truck stop. The two met the officer about 4:30 a.m. at the Flying J on Florida 206 off Interstate 95.<br />
<br />
Brock befriended Croslin early in the search for Haleigh.<br />
<br />
Brock is from North Carolina but rented place in Orlando where she worked on searches with EquuSearch, a Texas volunteer group that conducts missing-person searches. Founder Tim Miller encouraged the friendship to try and learn what Croslin knew about Haleigh's disappearance. He later lost trust in Brock and cut ties with her.<br />

CELEBRATION, Fla. A missing New Jersey woman's debit card, and other belongings, were found at a golf course in Central Florida, investigators say.<br />
<br />
The New Jersey mother, Emily Grace, was home one day and gone the next, according to reports.<br />
<br />
Investigators said Grace checked into a hotel in Fort Lauderdale on Aug. 2 and made a cash withdrawal from a bank in the same city on the next day.<br />
<br />
On Aug. 4, Grace checked out of the hotel, police said.<br />
<br />
Last week, some of Grace's belongings were found at a golf course in Celebration.<br />
<br />
Police said the woman's ATM card, a credit card, checkbook and keys were found along with a black duffel bag and some of her clothing.<br />
<br />
Grace's family created a Facebook page hoping it would help locate her. <br />

FEDARCYK, the Assistant Director-in-Charge of the New York Office of the Federal Bureau of Investigation (&quot;FBI&quot;), announced that UN SUN BROWN arrived late yesterday in the Southern District of New York to face a charge of conspiracy to commit sex trafficking, forced labor, and alien smuggling. BROWN was originally charged in 2006 and has remained a fugitive since then. On August 1, 2010, BROWN surrendered to HSI agents in Washington, D.C. BROWN is expected to be presented in Manhattan federal court later today.<br />

The original series of cases, which were prosecuted in 2006 and 2007, resulted in the convictions of 25 individuals. These included five defendants who were tried and convicted in November 2007 in the case United States v. Kyo Hwa Adler, et al., 06 Cr. 717 (AKH).<br />
<br />
Manhattan U.S. Attorney PREET BHARARA said: &quot;After four years on the lam, Un Sun Brown has finally surrendered to HSI authorities to face federal sex trafficking charges. Brown and her co-conspirators allegedly made hundreds of thousands of dollars prostituting women, forcing them to reside five-at-a-time in single rooms and requiring them to have sex with customers for no wages and at risk to their personal safety.&quot;<br />
<br />
HSI Special Agent-in-Charge JAMES T. HAYES, JR., said: &quot;Sex traffickers prey on the vulnerabilities of their victims to force them into lives of servitude and rob them of their human dignity. We will continue to work tirelessly with our partners to bring down these ruthless operations and bring to justice those who profit from them.&quot;<br />
<br />
FBI Assistant Director-in-Charge JANICE K. FEDARCYK stated: &quot;UN SUN BROWN allegedly committed sex trafficking, forced labor, and alien smuggling, preying on young women. Her arrest will keep other women safe from her criminal activity. Running from the law doesn't work and now Brown will face trial for these serious crimes.&quot;<br />
<br />
According to the Complaint filed in Manhattan federal court and other documents filed in the case:<br />
<br />
BROWN participated in an international criminal operation that smuggled women from South Korea into the United States, and placed those women at various prostitution businesses located throughout the Northeastern United States. BROWN owned a prostitution business known as &quot;14K Spa,&quot; which was located in downtown Washington, D.C.<br />
<br />
BROWN and her co-conspirators utilized a network of drivers to deliver Korean women to work at the conspirators’ businesses as prostitutes, and to transport women within the network to meet customer demand. BROWN generated hundreds of thousands of dollars in annual income at her business, by charging customers &quot;house fees&quot; to have sex with the women, while paying them no wages or salaries. The women were also required to pay BROWN up to $500 per week from the money they received directly from customers for sex.<br />
<br />
BROWN typically employed five women at a time, all of whom were required to sleep on mattresses on the floor in a single room inside BROWN’s business. The women also were required to follow &quot;house rules&quot; that barred the women from going outside or refusing customers. At least one of the women who worked at BROWN’s business was the victim of a sexual assault that occurred inside BROWN’s business. She was then instructed by the business’s manager not to contact the police, to refund the customer who had assaulted her, and to return to work.<br />
<br />
BROWN, 60, is charged with is charged with one count of conspiracy to commit sex trafficking, forced labor, and alien smuggling. If convicted, BROWN faces a maximum sentence of five years in prison, as well as a fine of up to $250,000 or twice the pecuniary gain from the offense.<br />
<br />
Mr. BHARARA praised the investigative work of HSI and the FBI.<br />
<br />
Assistant U.S. Attorney ELIE HONIG is in charge of the prosecution, which is being handled by the Office's Organized Crime Unit.<br />
<br />
The charges contained in the Complaint are merely accusations and the defendant is presumed innocent unless and until proven guilty. <br />
